        Recently, the Office of H.H. Dorje Chang Buddha III (the Office) has continuously received requests from people. They stated that they had already made donations of such and such amounts to the Master Wan Ko Yee International Cultural Institute (MWKYICI, or the Institute) and they hoped the Office to make time arrangements for them to receive initiations and dharma transmissions from H.H. Dorje Chang Buddha III.

        Upon receiving such letters of requesting dharma transmission from H.H. Dorje Chang Buddha III, we at the Office were totally confused. What is all this about? Didn’t these people read the contents of the recent speech of MWKYICI’s leader when interviewed by a news reporter? Are they still not clear about the relationship between the Office of H.H. Dorje Chang Buddha III and the Master Wan Ko Yee International Cultural Institute? The opinion of these people is a kind of very erroneous view. In response, the Office hereby issues the following public announcements to you all.

1. Although the Master Wan Ko Yee International Cultural Institute uses the name of H.H. Dorje Chang Buddha III (Master Wan Ko Yee) in the name of the organization, it does not have any subordinating relationship with H.H. Dorje Chang Buddha III or the Office of H.H. Dorje Chang Buddha III. According to the information we have, they invited another holy and virtuous one (not H.H. Dorje Chang Buddha III) for this fund raising activity. Because H.H. Dorje Chang Buddha III and our Office are not involved in their activities, we do not have the right to comment on their activities. Also, we do not want to create a fait accompli of getting involved in their activities  by giving comments.
   
   
2. During the period of more than ten years since its establishment, MWKYICI did a lot of work and made outstanding contributions in the aspects of publicizing H.H. Dorje Chang Buddha III’s accomplishments, broadly propagating the philosophy and culture of H.H. Dorje Chang Buddha III, and elevating the ethics and morality of the entire society. H.H. Dorje Chang Buddha III said, “All these are their deeds of merit and virtue and should be praised and admired. However, to decide what level of Buddha-dharma and reward of good fortune one can receive based on how much money that person donates does not agree with the fundamental potential, reward of good fortune, and karmic affinity of living beings. All living beings are equal. Every living being has the right and karmic affinity of learning Buddhism and cultivating himself. The decision of one’s receiving the dharma or not cannot be based on the amount of money donated. If only a small minority of rich magnates can learn the dharma, does that mean the many poor people will never be able to learn the dharma? You should know clearly that true Buddha-dharma is unselfish and priceless. There is no nature of trade or exchange in it. It is not something that you can learn by purchasing a ticket of admission. If paying a high price can buy a high-level dharma and paying a low price can only buy a low-level dharma, what difference does this have compared to those dharma kings and rinpoches in society who teach dharma through selling admission tickets with set prices? Where is any determination based on the goodness or inferiority of living beings’ fundamental potential? If so, does that mean an evil person can learn the dharma by just offering more money? Then, where is Buddhism’s equality of broadly benefiting living beings? Although the Institute has already invited a great virtuous one to transmit the dharma, I dislike such conduct of not conforming with people’s good roots and the law of cause and effect. This is not the standard for accepting people for dharma transmission. The standard is whether a Buddhist disciple is abiding by the principle of abstaining from everything that is evil and doing everything that is good and whether his or her good roots have matured. If the standard is met, the disciple is qualified for the dharma. Therefore, to the kind devotees who made donations to MWKYICI, you should contact MWKYICI for the matter of your learning the dharma. I am not involved in who they invite to transmit the dharma. I will not transmit great dharma to you just because you donated a lot of money to the Institute as stated in your letter. Perhaps some people will ask why the good deed of donating money would have the consequence of not being able to learn Buddha-dharma. That is not true. Your good deeds of making donations add to your merit. However, dharma transmission has to wait until your karmic affinity for receiving the dharma from me matures. To those of you whose karmic affinity and good roots meet the qualification, I will definitely transmit the dharma to you. I do not accept your offering. I will definitely not go even further as to sell admission tickets for my dharma discourses. I am Dorje Chang Buddha, III. I am your servant. However, I will never obey words and deeds that violate the law of cause and effect.”
